Citizenship and Immigration Canada (CIC) is the government department that sets the requirements for all immigration applications, however Provincial Nominee Programs (PNP) have application criteria set by provincial governments. British Columbia Entrepreneur Immigration Program

This B.C. program has a requirement “ to establish a new business or purchase and improve/expand an existing business that contributes to the economic growth of the province.“ A professional business plan will be an important part of the evidence to support your application.

The B.C. Entrepreneur Immigration Program has restrictions on the type of business you may include in your application. These should be checked on the website at welcomebc.ca. You must demonstrate that you invest at least $200,000, or will own at least one-third (33.3%) of the business in B.C. If your proposed ownership is less than 33.3%,  then you must make an investment of at least $1 million in the business. It is important that your business plan makes clear the ownership structure and your planned investment amount.

The B.C. Entrepreneur Immigration Program in fact has a 2 stage application process. Stage One is an online application requiring a “Business Concept Plan” to be submitted. The concept plan must make the opening case for a proposed business, located in B.C. with great potential for success. The Business Concept plan has to score a minimum of 32 points to gain access to Stage Two of the application process

Stage Two of the application centres around a comprehensive business plan which should pick up on the concepts and proposals outlined in Stage One and provide the details to demonstrate that you can create a successful business in B.C.

 

Ontario Immigrant Nominee Program Entrepreneur Stream

In Ontario there is a similar program known as the OINP Entrepreneur Stream. The application process is similar to B.C. but the program differs in some significant ways. For example, your entrepreneur business plan must demonstrate that your business will create a minimum of two full-time jobs in Ontario. You should read the application guidelines at www.ontario.ca or contact an immigration consultant to find out all the application criteria. Application for this program requires first an Expression of Interest (EOI) including your business concept. If eligible you will later be invited to submit a full, detailed business plan.

This sets the tone of your business plan. It should be a concise and compelling summary of the important elements that will combine to make for a successful business. This is where you will show that you have done your homework about setting up (or purchasing) a business in Canada. You need to describe the market in which your business will operate. You should include information on recent and projected market growth. You should identify your competition and their strengths/weaknesses. What will you do differently to make your business stand out?

A marketing plan will demonstrate your understanding of the opportunities and costs for winning customers. You should include details of how you will advertise or promote your business, how you will price your products or services, and how you will transact your business, such as retail (in person), e-commerce, or business to business with contracts and regular invoicing.

The plan will detail where you will operate your business from and what capital goods you require such as machines, computers, or shop fittings. You should recognise any specific laws and regulations that will affect your business and how you plan to comply with them. An important section will be about employment. This is often an essential element for the success of your business immigration application. You have to include the number and description of the type of jobs that your business will create.

Finances and Forecasts

It is vital that this section is put together properly. Not only should your figures and projections demonstrate that you will build a viable, profitable business, they have to conform to the requirements of your chosen program and be consistent with all figures you have used in your business plan and in your wider application.

For example, if on your application you declared a net worth of $600,000 and your financial plan has an initial capital requirement of $900,000 you must explain where the extra investment comes from. If you mention creating 5 jobs then your plan must reflect the true cost of those 5 employees.

This section should include a balance sheet, a profit and loss forecast, and a break-even analysis. Your financial plan will include projections for future years. Make sure your forecasts are realistic. Quote external published sources in order to support your projections.
