Executive Summary
Happy Clinic Daycare LLC (herein also referred to as “Happy Clinic Daycare” or “the company”) was incorporated in the State of California on February 2, 2022 by Co-Founders, Daisy White and Julian Carter. Both Co-Founders plan to use their industry experience to make Happy Clinic Daycare Childcare a safe, flexible and trusted child care provider in San Jose, California. The main target market is Happy Clinic, which is an up and coming residential and commercial neighborhood in San Jose.
The company is seeking a $170,000 loan through the US Small Business Administration Loan Program for the purchase of equipment, leasehold improvements and a commercial transportation vehicle. Upon approval of the loan, Happy Clinic Daycare will position itself as a market leader in childcare within the area, thanks to its strategic location, skilled and motivated staff, low staff-to-child ratio, collaborative approach to child development, new facilities, and diverse curriculum.
The center will be established in Happy Clinic via a five-year lease, and key indicators such as increased government support and projected economic recovery suggest that it is an ideal time to enter this industry. A major market will be the employees of City Health Campus – a full-service 272-bed hospital that supports over 19,000 inpatients, 70,000 emergency visits, 3,000 births, 10,000 surgeries and 400,000 outpatient visits every year.
Full-time and drop-in child care services will be marketed using various strategies that will be used for advertising, promotion and direct marketing. This includes SEO optimization, offline marketing, community partnerships, and social media. Strict compliance to California’s child care facility regulations, particularly on health and safety will be guaranteed to ensure quality of service. Risk mitigation strategies are also outlined in coordination with local government officials.
Both Co-Founders have extensive experience in managing and operating child care facility centers. The management plans to measure success using key factors such as product, finance, human resources, and facilities. Meanwhile, the recruitment plan outlines how the company will expand and accept more children, and financial projections indicate a positive net income for Happy Clinic Daycare within the first months of operation.
Finally, the company is poised to succeed in providing a child care program in San Jose which promotes mental and physical activity for children through a holistic and safe learning environment thanks to extensive planning.

Market Analysis
Happy Clinic Daycare Childcare will operate in San Jose, California, America. In this chapter, relevant government regulations and funding programs are discussed, as well as market trends and key competitors.
Government Regulations
Child care in America is regulated at the state. Companies working in this space are guided by California Regulation 143/2008, more commonly known as Early Learning and Child Care Regulation. It provides guidelines on Facility-based Programs, particularly information on licenses, program requirements, off-site activity, and emergencies.
Bill 39 of the Legislative Assembly of California is the Child Care Licensing (Early Learning and Child Care) Amendment Act 2020. It updates regulations to improve the overall standard of care in California, putting safety of children at its highest priority. Red tape is also reduced by streamlining processes and greater support earlier in the process. There is more flexibility for providers through new offerings and digital solutions.
The State of California successfully negotiated a Made-in-California Child Care Agreement with the Federal Government. This will support the expansion of accessible, affordable and high-quality childcare, benefiting families by improving affordability for parents, expanding child care accessibility, and supporting high-quality child care. For educators, the government allocates $240.64 Million to increase child care spaces, and $306.16 Million to support educators and their families.
The Certification Guide for Early Childhood Educators helps providers understand the requirements and steps needed to become certified early childhood educators. Staff working in licensed child care programs must be certified within six months of being hired. There are three levels of certification, each requiring its corresponding units of education and language proficiency.
The US SBA Program makes it easier for small businesses to get loans from financial institutions by sharing the risk with lenders. Over the past 10 years, small businesses have received over 56,000 loans totalling $10 billion dollars. Small businesses or start-ups operating in America with gross annual revenues of $10 million or less.
Loans can be used to finance the following costs:
- purchase or improvement of land or buildings used for commercial purposes
- purchase or improvement of new or used equipment
- purchase of new or existing leasehold improvements, i.e., renovations to a leased property by a tenant
You can use a loan to finance:
- commercial vehicles
- hotel or restaurant equipment
- computer or telecommunications equipment and software
- production equipment
- eligible costs to buy a franchise
Market Trends
The primary market of the center is Happy Clinic – a suburban residential and commercial community in San Jose, California, America. The neighborhood is undergoing major development as a mixed use township project, and will soon feature more residential and business development, and will also be served by the city’s X-Train system. Happy Clinic is also the location of the City Health Campus, which is a major hospital for the region at 44-acres. As per the recent census, it is home to 1,134 residents. Secondary markets include Palo Alto and Santa Clara. This is made possible by the fact that some residents here work near Happy Clinic, making the center a “halfway home” facility for their children while they are at work. Palo Alto is much larger with 17,607 residents. Meanwhile, Santa Clara has 11,857 residents.
The growth of Happy Clinic Daycare is predicated on the development of Happy Clinic and of nearby areas. Aside from major investments towards residential and commercial projects, City Health Campus continues to transform into one of the biggest hospitals in the region. It is a full-service 272-bed hospital that supports over 19,000 inpatients, 70,000 emergency visits, 3,000 births, 10,000 surgeries and 400,000 outpatient visits every year. It is equipped with amenities beyond hospital care – it also has community services, wellness areas, and treatment facilities. City Health Campus has over 3,500 staff, physicians and volunteers, which will be a captive market for Happy Clinic Daycare. The hospital is only a 6-minute drive from the center.
Eligible lower and middle income families can also apply for child care subsidies simply by enrolling their children in a licensed facility-based program, such as Happy Clinic Daycare. Also, revenue for the Canadian Childcare industry is expected to rise in the next few years as a demand for the industry services partially recovers following the previous year’s sharp decline due to COVID. An increase in provincial and federal government spending on child care services is also expected to assist industry recovery. On Sept. 15, 2021 California and Federal govt. announced an agreement to reduce childcare fees by an average of 50% in early 2022 and to provide $10 per day fees, on average, by 2026.

Strategic location: The center is located in a newly developed part of Happy Clinic, much closer to the residential areas and still accessible to City Health Campus and to the main highways. It also has ample parking spaces and is within walking distance.
Skills, experience and work ethic of owners and staff: Daisy and Julian come from a diverse, widely-experienced background of education, teaching and child care both in America and abroad. As practicing educators themselves, they fully understand the child care process and they will also practice a hands-on approach. Also, the owners and the staff value continuing education and mentorship, and capability building programs will be conducted regularly so that Happy Clinic Daycare can find ways to innovate and continuously improve their services.
Lower staff-to-child ratio and lower price: This is very appealing to parents, especially with the need for physical distancing during the pandemic. The center strives to continuously balance this ratio to maintain good quality and a more focused approach to child development. Additionally, the company maintains child care fee levels that are 5-10% below the average of that of the large commercial chain child care fees.
- INFANTS – 12- 18 months (1:4)
- TODDLERS – 19- 36 months (1:6)
- Childcare – 3-4 y/o (1:8); 4-5 y/o (1:10)

New facilities: A new center that offers a new approach to child care and with new physical facilities benefits the local community. The center will be clean and orderly at all times, and equipment such as computers, learning materials, coloring sets, toys, and other tools are all brand new, well maintained, and replaced immediately if deemed necessary.
Collaborative and holistic learning experience: The educators believe that effective learning comes from collaboration between the center and the parents. They value participation, involvement and collaboration in designing learning experiences and individual mentoring for all enrolled children. Customer satisfaction is achieved when children are in a safe learning environment, which gives parents the peace of mind they need when they leave for work.
Unique and diverse curriculum: Happy Clinic Daycare Childcare is a facility which offers a unique and diverse curriculum that is suitable for children of diverse cultural backgrounds, stages in literacy and development, and other factors. The curriculum will include both indoor and outdoor activities, special events, and celebrations. Supervision of children will be for both their learning and their safety.

Risk Analysis
COVID-19 Health Risk: COVID-19 infections are at a record high recently, as the Omicron variant continues to spread through the rest of California. As of January 17, 2022, there are 1,007 hospitalizations in the entire State, with 82% of ICU beds occupied. Positivity rate is at 39%, which is considered to be very high compared to previous outbreaks. These developments have prompted schools to postpone face-to-face classes, but Childcare centers remain open.
- Mitigation Plan: Happy Clinic Daycare strictly adheres to COVID-19 guidelines by the Government of California. The management follows public health orders for the protection of staff, parents and children. The premises are regularly cleaned and sanitized, including all toys and learning materials. Staff wear face masks and alcohol stations are installed in key areas such as entrances, toilets, and play areas.
Economic impact of the pandemic: There has been a change in working arrangements for Canadians due to the pandemic. According to Statcan, 32% of employees ages between 15-69 opted to work from home, meaning they would choose to keep their children at home instead of taking them to childcare centers. With an unemployment rate of 9.6%, the market for childcare would continue to suffer due to decreased disposable income and tendency of families to work from home or be unemployed. This is a risk to the company, as these factors decrease the overall demand for childcare services in the area.
- Mitigation Plan: There are industries wherein employees cannot perform their jobs at home, such as healthcare, construction, and service businesses. The center will focus its marketing efforts on these sectors, while remodeling to ensure safe physical distancing between children and staff.
Emergencies and Calamities: The City of San Jose published a 2018 Disaster Risk Report, outlining each hazard, including: an analysis of its risk, relevant historical events, and key mitigation work being undertaken by The City. The information in this tool comes from their Disaster Risk Assessment (DRA) process. It discusses the effects of Climate Change, and categorizes risks depending on consequence, livelihood, risk level and risk trend. The site of Happy Clinic Daycare has low to moderate risk for flooding at the Bow River, disruption to critical infrastructure, and cold weather.
- Mitigation Plan: Happy Clinic Daycare closely coordinates with government officials on managing and responding to every crisis or emergency event. The owners take Disaster Risk Management seriously, and are incorporating emergency action plans made by San Jose Emergency Management Agency. There will also be regular training and drills for children and staff. Emergency contact information of all children are recorded and coordinated.
